Yup, either that or you got a leaking fuel line.....hahahahaha
I don't know about my old junk Saga. That car rev a few times more only to 3-4k rpm and you can smell petrol fumes already when you get down from the car. And I think the car engine is struggling as well when it has just started up for not long. Can feel like the rpm is struggling to go up. But after awhile, the engine starts to run smooth.
