Pamparegla's Noise Making Activity in the village

Here is the person who always makes noise on our village.He has been given a ticket he laylow but comes back once again and it seems it doesn't work on him so maybe the internet will let him learn that if he doesn't want to stop maybe the internet will be a helpful tool to make him stop.
His usually noise making activity times are

5:30-7am monday to friday
6pm-10pm monday to friday
9am-12nn saturday
7pm-10pm saturday
12nn sunday

These times changes and he makes flybys,revving,over revving and many other speed maniac ways inside the village not just once but twice or even 4x a day.
It is strict here and a very quiet village but it seems he has a death wish.
Pamparegla is a filipino term on english term is "period" of women.
The photos are the vehicle he use to abuse the road and makes noise.
The first is his black honda much more syento bente motorcycle wave with plate number 8259-DF
with a government vehicle Black Mitsubishi Lancer SHG-373 which he already use to passby last Sept monday. He turned around just to pass again in our street.

I bought green beans and generously showering at the corners around his house ....... and wait.

if thats the case, make he learn the hard way like bro devious do @ chain his bike when ever possible. if still persistent than only throw his bike in a river @ sumwhere there is water

Both the officials and guards talk to him already but the official even a neighbor of mine tried talking to him and both of them said "The guy has a huge ego so better not do what he is been doing you'll just wait for the guards to capture him" before he got a ticket but he still does it again and again.
When he got flagged down by a guard he was pissed off and revved his motorcycle in front of our street around 6:30am.
From that point talking to him is useless so its better to put up a photo and his motorcycle in forums like this for him to "learn the hard way".
He is no different from reckless drivers and other violators in the street who just want their ego to get more ego.
Last week Sept he done it again making a flyby it was tuesday morning while I was cleaning the car.
As much as I wanted to over rev for 10 seconds or more and make flyby using a car and he will do the same thing. I think he will call the guards of the village. I know and most of the residents here doesn't want a noisy vehicle in the street which is weird because he has a noisy motorcycle.
Before all of this started he wants drag race against a car vs his good old honda much more syento bente(loud exhaust no hp) motorcycle wave.
I have a counter challenge to his ego but I don't want to be the one to first challenge him.
There is this what we call chicken match were both vehicles go head on collision on a top speed. To add fun to the chicken match put an LPG tank in the middle.
I think that will end his noisy motorcycle and his ego as well because he won't and can't use a motorcycle anymore because he'll get paralyzed.lolz.

He passby once again 7pm and 7:51pm.
Sometimes my parents passby in his street but once one of our cars passby in his street he also passby not just once but two to three times.
Thats how his ego works which until his death he wants his ego always on top even if he makes noise.He has no courtesy to others despite he is married and has a child already.

There was a guard who went by around 6:35am from the street where Pamparegla is living and also passby in our street.When 6:45am pamparegla made noise soon as after the guard went by.

this type of guy needs action talk won't work, complaining here won't work either. need to be devious, call up around 10 people wit bikes, rev up around 1 minute in front of his house while his children is asleep, put sand into his engine oil, chain his bike, puncture his tyre, steel his bikes so many ways to do. man up, do a comunity meeting @ u can start by asking a few people about him & ask them how they feel & what they wish to do wit him, u can get 2 people first, after the two gets another two for each, by the end of the week u can start a meeting edi.

During elections he made noise there was even a guard at that time but after the guard passby he went on a flyby once again and even after the pacquiao fight he pass by multiple times 1:50pm,2:15pm and 6:03pm.
He made noise once again on December 3,2013 on 6:21am. He also made noise on December 2,2013

I have a very similar situation.
A group of Chinese always get drunk behind a post.
It was a security post then now they widened the area so this post is no longer useful.
It became a drink post. Farking hate it. If they drink, it last til 2-3am.
The sound will deflect to my room so I can hear them mumbling.
Sent a complain to MBPJ but as expected, nothing.
If I were to tell the guards, the guards can't do anything because they are the counsel.
My dad was one of the founder until he quit because they can't be talked.
I told them once during 1am, they are still sh*t.

Why do people have to be told what to do and not think what to do is right?

Here is some update
I was just jogging early in the morning of February 5 I was on my way home about a block away from our house around 5:30am when I saw a Yamaha Mio scooter colored silver the rider has a black full face helmet. I didn't mind the scooter because the road was so clear no vehicle was on sight. When he went to my side head on as he approaches me I was near the gutter when it happened and he nearly hit me it was about an arms length.I just reported it to the head of security.
I later discovered the plate which was 2789-TR plate.I had a hard time looking at the plate during that time I passby to see what plate it is because during that time the license plate was just on a hand written on a carton box.The plate probably got lost.
It doesn't stop there is his new motorcycle which I think was purchase December 2013 which was I think Yamaha scooter colored blue with white rims and noisy exhaust with ZR-7444 plate of February 28,2014 of 6:03pm before he went home he hold one gear until the rev limit and it was so loud his exhaust had a back pressure luckily I took a video of it and sent it to the head of the security.After that he made noise again around 6:26pm of the same day.
