Air problems with 4G63's

I am really mad at these engines right now.Anybody have hands on experience with these engines.I would appreciate the advice.

Project #01 :1993 GSR implanted with 4G63 Turbo from EVOIII.
Recently did some work on the intake.Port, polish,replace valves.At first it was giving problems to start.After draining three batteries,I got it started.It was idling real bad though.I had to keep my foot on the pedle to prevent it from cutting off.
Then I realised that I wasn't boosting.I took out the hose that ran from the turbo to the intercooler.I revved the car and placed my hand over the flange.I was getting boost from the turbo,however it wasn't what I thought it would be.It was a slight push.I pressure tested the hoses and the cooler afterward.No leaks.What is the problem.
Faulty BOV?
Throttle body not opening properly?
Insufficient fuel(if so I should still get my boost,right?)
A sensor problem?
Vaccum lines leaking?(I am getting a stable vaccum reading,on idle speed)
Waste gate not locking off properly?(Is there any method of testing an actuator)
This one has me kinda puzzled

Project #02:Early model lancer mirage with 4G63T,FWD LSD box
The turbo TD05 was leaking oil.I changed it,placed new one.No boost.When I now install it,I get about 17 psi,then I took it for a spin,it went good but coming back was trouble.I was revving all out and 0 boost registering on the gauge.
The waste gate locked off,the BOV adjusted to loud,the vaccum lines connected properly.What is really going on there.This one has me even more confused.
 
project#01: do check out your timing markings(at both cam pulleys and crank pulley) & timing belt installation. it's a pain in the ass to get it done properly. even professional mechanics get them wrong sometimes...

project #02: this time have you check the intercooler hoses? or maybe the turbo gaskets?
