Buy a car which is in a bad condition and install a bomb on it. Park the car in an area where tow truck drivers frequently patrol. Its best if the bomb is motion activated or remote controlled. It will be a big boom if the car has a full tank of petrol. :) That way none of these tow trucks would dare to tow anybody's car anymore.
