I'm not sure if this works but you can try this. Put a voice recorder in your car and start the recording just before winding down your window. Then only start talking to the officer. If he still tries to cheat you even with all the approved documents, take a pen and paper and write down his police number on his uniform and do it really obvious. Ask him also who is he reporting to. If I didn't remember wrongly, they are supposed to also provide you with their details to ascertain that they are legit cops. After that, go to a police station and file a report against him for abuse of power. Link below may be helpful.
