Another belt tensioner? Hmmm... a thought. But are the timing belts built to be pulled more than stock engine forces? Push pull push pull. I say no different, even with custom tensioner.
New belts shouldn't slack. Even if the new gaskets are thin. Unless u are re-using the old worn out belt. I believe a good fitting belt should fit like a good condom. hahah. Not too oversized. But i get what you are saying. I believe a new timing belt should solve the slacking problem.
Us chains driven engines don't have this problem though. We do rely on oil pressure to use the chain tensioner. Even then chain tensioners can spoil. And chain can slack over the years. But they don't break. I only changed the belt last year (the chain was almost 20 years!). And the tensioner was about 5 years old.
