i sourced out this from japanese webpage.the translation for the mod would be "full time secondary duct opening".from what i understand from reading it is the merit would be the torque feel from 2000-4000 rpm range would have a slight increase.it is much aprpreciated to have feedbacks from anyone who have done this mod.here's the link:

btw i think this applies only to standard box air filter.

Very simple mods, if can get low rpm torque up then worth to try.

done the mod today and test drove.felt the increase in lower rpm response.smooth acceleration from lower rpm and can mantain car to accelerate evenly under 4000 rpm.past 4000 rpm you can feel the sudden acceleration just like the vtec kick.well thats from my point of view.not a bad mod for a low cost one.
 
btw i made slight change to the mod.added a filter to the open end of the hose(refer the last pic from link).
 
mind translating abit of the stuff? nihongo not very good. tried babelfish... not really helping either :P
 
OK I made the translation for the first paragraph only since thats where the important stuff is.The rest i think u guys could just figure out from the pictures there.

1.Purpose of the mod?

First of all, Altezza(SXE10 version not GXE10 ) has two system suction, and the second duct opens after 4000 rpm onwards. It is fairly peaky compared with Levin.

The second suction duct is placed in the spot which seems able to suck air very well,and the purpose of the mod is to have the duct opened all the time.

If the secondary duct is full-time released the low torque problem of Altezzas during 2000~4000rpm would improved a little.The reason for the low torque feel during those rpm range would seem to be air sucking sound countermeasure caused by the secondary duct.

The mod is very cheap to do and could be done with no cost at all. Instead of just pulling out the hose for the duct it doesnt hurt to spend a little money to make a valve switch since its so easy to do.

The merit from making a manual valve switch for the secondary duct is it could be reversed back to original state anytime and also u get self satisfactory from DIYing.Also this mod is also good to kill time for people who is really free.

my translation is probably loose and have mistakes here and there but i think mostly its understandable.

another suggestion is to just take out the plastic air diffuser thing (going to the front right wheel arch)..
can really feel the improvement in low torque..
the thing restrict air flow too much. air intake wud be slightly hot though...

just my 2 cents.

taking out diffuser seems a good idea.but i like it the way it is.removing the whole diffuser....looks like another reason to get open pod filter.alot less restriction all the way.
