Anyone have experience of bought new car plate without buying car, motor or others vehicle?

Recently, i plan to buy a new car plate but have no idea on the process. Any quideline???

Just wanna keep d car plate no. only, once i buy new car then i can use it, just like reserved ticket. but now, i think tht is impossible liao since many dude tell me there is no way to buy carplate no. without register a vehicle.

ya. Where can i find a car plate repair shop at PJ area?
