yeah it is legal, depend on u wan transplant from wat cc to wat cc engine only.

If you drive 1.3 still can transplant it wat..
Just remember arr 25% from ori chasis.. but no 1 car hv 50cc extra..
1.3 >> 1.5
1.5 >> 1.6
1.6 >> 1.8
1.8 >> 2.0
that is legal without chasis mod..

Labour around 1.1k-1.3k.. Depand ur car auto or manual..
JPJ around 40 bucks settle by ur self except got runner below 300 bucks
Remember if your car is auto convert to manual must get endorse from Putrajaya Puspakom before inspection Puspakom..
