Maybe you got one with GSM that aren't supported for Malaysia. Example like GSM 900/1800/1900... Malaysia is using GSM1800 i think.

First of all before you bought the hp, you should swap first with our SIM card. if there's signal then its confirm the hp can be used here.
Depends, if we hav the hp model here, try to go to any hp shop and asked them to upgrade the software.. if possible. If not, you need to buy a new hp then.

Bear in mind,

Not everyphone can just reflash the firmware like previous.

For some latest phone like Nokia N series aka BB5 phone, you need

to buy the extra chip to unlock it which cost more than hundred.
