If its a turbo, its a technique to keep the turbo on boost, During lag time the engine is much less responsive and its output well below nominal. To counter the effect of the turbocharger's lag time drivers used to anticipate the engine's reactions by accelerating well before they would have done in a non-turbo car. Others have used a technique, introduced by the German driver Walter Röhrl, known as "left foot braking" where the driver uses his left foot to brake the car while his right foot accelerates to keep the turbocharger in optimal load. Left foot braking is very hard on the brakes which are put into extreme stress but is very efficient in keeping the turbo spinning.

If its a NA...then its just Heel and toe to keep the revs up in the optimum range

it's heel and toe. accelerate while pressing the clutch is a technique to keep the revs up, reducing stress to the engine,

a perfect heel and toe doesnt feel like being pulled while drop gear.

just my 2sen..

To maintance there is enough "TORQUE" to enter corner with proper speed.
Correct me if i was wrong, this technic not only used by TURBO cars but NA also.

For example : Initial D :P

Like... whoa dude. What're ya doing up at 0500 hours man!
hehehehe Early morning "exercise"? hehehe
Basically, I think they brake and accelerate because they're trying to wear out their clutch plates entirely before changing it. You see, once a clutch plate wears out, it's nicely flat, good as a weapon to keep in the car. How to use it is just to fling it to the car behind when the driver drives with high beam on behind you. Since the worn off clutch plate is flat, it'll slice through the windscreen and straight into the rear driver's neck, cutting it through and the head will drop off the body.
Another effective way to use a worn off clutch plate from those accelerate+brake thingy, is to fling it vertically towards a mat rempit. Aim for the rempits body between his chest, so that the clutch plate will slice and smash right into the rempit's body, imbedding deep into his body. Cool eh?
There's many things you could do with those worn out car parts, or parts that are faulty. :)
