seems like using it as boost regulator.
it vent off excess boost from the preset boost.
see the vacuum hose, it go thru boost solenoid.

wastegate and bov's are mechanical + pneumatic
if understand the basics then u can know how he did that
yes a wastegate can be used as a BOV , maybe he is wants to run at super high boost and wants a super stiff one

by fitting two hosses , up and down , tht bov would not open because two sides are pressurized , once u leave ur throthle, the top which is tapped from intake manifold will be running in vacuum since TB plate is closed, while the bottom side vacuum hose is still filled with boost, thus the wastegate will open up to release access air , but remember that wastegate/bov will not open unless it reaches the pressure of the spring rate.

lets say that wastegate is 0.3bar rated , u r boosting 3bar , the moment u let go ur accelerator
, the wastegate will work as a bov n let air out , but it will immediately shut down when it reaches 0.3bar

its like a normal bov plus spring inside.
By the term high boost, how high could that be?
i think the psshh sound is still there.
try to put waste pipe there and see what happen
