of course need to lock , if not lock ur rear will be steering on its own

SO I M SO WEIRD. why the owner can drive this lady without lock the HICAS.

well, if u disable the hicas, there will be a free play of steering angle bu not muich but it will still effect the rear behavior. then again depends how u disable ur hicas. u can weld ur hicas rod, put spacers, replace the rack, change the whole sub frame, etc..
