vr4 n/a vs. vr4 turbo loudness

Comparing vr4 n/a & vr4 turbo, all things being equal ie. exhaust size and air filter, which one sounds louder? Just curious, because someone commented from another forum mentioned that vr4 n/a sounds quieter. I always had the assumption that turbos are generally quieter. Normally I hear n/a with big exhaust screaming all the way compared with low rumbling sound of a turbo car.

Turbos are quieter. The turbine is an exhaust restriction, that muffles noise.
