seriously, those are the car horns.

That's the Altezza's nose aka BOVs. They're the reason for those 'tish-shoo tish-shoo' noises :P

Jokes aside, like what the others have said, those are horns. Our stock horns are pretty much smaller, circular in shape and black, that's why it cannot be seen as easily.
