Internet Phone to 3G Device? Possible?

hi all, just would like to know if there are software which we can use to communicate with 3G phone users.

for example, i have a webcam and mic with my pc, is there any software that i can use, to call up people who r using 3G phone, so that we can do video conference? thanks.
