when the is -vacuum it will suck the diaframe to lower down the pressure, full throttle when 0 vacuum most of the stock regulator will rise to 41psi.
how about boost?
will the air pressure push the diaframe down and increase the pressure from 41psi to 41+++psi?
 
yup, when boost the fuel pressure go's up cus for the injectors to fire up, it has to be 3 bar more then the intake manifold pressure.. why 3 bar? well that is the OEM standard fuel pressure in the fuel rail.
 
Rising rate fuel pressure regulator will increase fuel pressure according to manifold pressure changes.

For example, if stock fuel pressure is 3.0bar with vacuum unplugged, when the engine is boosting 1.2bar, fuel pressure will be 3.0 + 1.2 + X = 4.2 + X bar

X depends on fuel pump pressure, fuel regulator design, injectors volume blah blah, usually a mild difference only...
