If you do anything that affects the light output as intended by the manufacturer, it is illegal. Having said that, enforcement is poor here. Take your chances.

those that come with HID are legal.coz they arent that white-ish blue.if im not mistaken.

their colour is very murky white..

Those DIY HID should come packaged with eyelids.. koz lots of people convert to HID and never tune back the light beam level.. so eyelids can help 'lower' the beams.. hehe..
