tuner got the right to lock my fc commander?

I would like to know does tuner got the right to lock(set password) my fc commander?

The scenario happened like this....

Looking for stock actuator for E4...does E4,E5,E6 or maybe E7,the stock actuator is the same and can be use on E4?
