quick question on wira 1.5 M

:hmmmm: quick question, coz just started using a wira 1.5 Manual... all stock at the moment.
the engine can be safely rev to how high before it become harmful to the car? i ask this because the redline is shown at 7k rpm on the meter, but usually when i rev up to 4k already hear the engine like struggling, so i dare not push the engine. please can you all share experience, or knowledge please?
