Budget tyres - Dayton, Landsail, Sportiva, Thunder, etc

I usually allow a budget at RM1500-RM1600 for changing 4pcs tyres 225/45/18.
Came across with so many budget tyres in the market nowadays.
I wonder how can tyre manufacturer sell those tyres at a really cheap price...
