Primer needed for small rust removal?

I need to fix some rust on the underbody. Nothing major and its some small patches around the jack point.

Where can I get the appropriate primer to use for this problem. I went to AceHW and I was told that the primer that they have wasn't appropriate and would not adhere well if used on cars.
Can I just use touch up paint over sanded down rust areas without primer?

use the dunlop brand underbody sealant....can be bought at hardware store.

Apply like thick paint. Can be diluted using thinner. Make sure surface is clean before painting.

This sealant is water resistant, withstand road debris, dampens (abit) car under-body noise.

Currently my car have these items, 4g93p, oversize pistone, half race cams (272/288 ??), std t.body with std. intake manifold, 4-2-1 xtractor with 2.2 inch straight piping (no muffler), std crank with balanced internals, adj. pulleys, lightweight crank pulley, lightweight flywheel, SAFC 2, Mivec ratios.

So the problem went like this, my car develop strong power at 3500-6500rpm only, and after that it was nothing (flat all the way). So i was looking for that high...
