my evo 3 fuel consumption

i bought a standard wira evo..4g63t 4wd/ boost 1 bar
but the fuel consumption its quite gila
im off air con/and not boosting
run ron95...rm0.35 per km...
fuel regulater 3.5 bar
i wan ask...any wrong wit my car...
why other ppl only run rm0.2x per km...
please help

and i have a big question
(my regulater when idilling its 3.5bar..but when i raise RPM.the regulater only go to 3.9bar...its it normal? or regulater failure? or any troubble?)
