government stop and control import chop shop spare part

hi to everyone toyotarians,
yesterday i read the newspaper. found that one of smaller thread are talking about government start to stop import chop shop spare part, like half cut, effectively date on 1-6-2011.
i open this thread is need to make sure is that statement is true?
