Number plate not yet open tender but already on the road?

So the latest Perak plate now is AKM XXXX

but i just saw ASH X in bangsar...

shouldnt ASH come after AKM?

or kerabat can just pick and choose regardless of plate already open for tender or not?

Huh, what logic is this. Does this mean that personalized plates are allowed for VIP?

thats the thing. i was shocked to see ASH X coz its only AKM now...ive been waiting for ASH thts y got the shock of my life when i saw it in person.

because S is after K, logically speaking tender havent open yet so i guess VVVIP aka kerabat got preference eventho not yet launched? but ive always assumed tht VVVIPs would also need to put in their "bids" only when tender is open regardless if they get it for free(ie ministers/kerabat).

i hope someone can enlighten me about this.

It could be a fake plate for all you know. Because all these while, I don't think anyone have seen a plate that is so far away from the latest tender. From AK to AS is so many alphabets away. Not even in the Nice Plate Number thread got such kind of plate. This is really weird. Hope someone can give an answer for this.
