asking one question
it that on Iphone or android device ?

Both, as not due to the phone, but the data plan by provider.
My colleague's China data charges was on an iphone. Another friend who got charges too is on Android.
When I got my new smartphone, the shop first thing ask whether I am on data plan or not. I say no, and he switch off the data plan on the phone for me......

I think mostly this happen on android and iphone user
Blackberry dont have this issue
my boss travel frequently to oversea and data roaming on all the time

bill is reasonable around 400-500 plus data roaming
he sent and receive email via his BB also
