Adjustable Cam Pulley can it be used for wira 1.5 sohc wira?it must be be tune up right?

1 Question, what is the use for this adjustable cam pulley? I hear people talk about it but what is the function? Newbie here learning bout car mod....is this cam pulley available to iswara engine ar mine is 1.3 carb 12V....
