Nop it's not..use it at ur own risk..usually I'll recommend my customers to get 4300k temperature..Tats safest colour temperature as it's d colour of oem hids and quite similar to ori halogen bulbs..

It doesnt matter whether u r using Taiwan made or local..ur headlamp is projector headlamp or normal?it will be rm200 cash n carry.installation can be arranged..around 50-60.
