launch control , not the F1 type, is usually used by turbo cars to be able to run max boost while the car is sitting idle, and at a preset RPM. Usually, you just mash the throttle flat to activate it, the system then dumps fuel in, and retards the ignition, which allows fuel to enter the turbine and burn up in there. this helps to spool up the turbo, and raise boost without load. if you have a rear wheel drive, i'm pretty sure you're going to get loads of wheelspin, but in a 4wd WRC car with active diffs, there is almost no wheelspin at all on tarmac. launch control works the same way as anti-lag.
