'99 Altezza radio question

Hey, I just got a '99 SXE10 (I'm stationed in Okinawa, Japan) and am having trouble with the radio; the only FM frequencies I can cycle through range from around 70.1 to 89.0, and the radio adapter I have for my iPhone says the best frequencies are outside that range. Since I can't read the manual (it's in Japanese, of course), I was wondering if anyone could shed some light on my situation and help me figure out how to get the radio to those frequencies. You will need to go look for and install a FM band expander to the radio. It will look like a small rectangular metal box with a plug at one end and a socket where you will insert the plug from the antenna.
