brake disc rotor rust

Hi all MLOC..
I've got prob with my newly bought 2nd EVO 7, my rear brake disc rotor (on the driver side) that had rusty line on the outer line...
It's look like the brake pad were not in touch when braking on the outer line..

1. Is it because of my brake pad need to be change..
2. The disc need to be skimmed..
3. or...my disc already 'bengkok'..

Hope someone can help me, just give me some idea so I can solve this prob.

if the pad nearing finish, it will emit sound, like nail screeching. it's an built in indication to let driver knows about it.

To check if the pad finishing, there is normally a ""little window" on your caliper. The pad and the remaining thickness can be seen thru the window.
