I dont wanna cut tht fender...This one is like the old proton saga rear wheel arch.
For best result, cut out the top arch, and rework to arching shape. Then you can have as much offset as you like.
Rolling fender or knocking the fender could only move the fender out a bit...
Since you car is already at workshop, might as well cut the top arch out.
Actually rolling the fender only compresses the piece of fender metal that is pointing into the wheel arch. They actually roll in upwards until it meet the side piece of fender to give more space to the tyres in case of more rim offset. To move the fender out from original spot, need to knock out or cut and weld....This one is like the old proton saga rear wheel arch.

Without cutting, the furthest you can go is to roll the fender. The tyres will be at par with the fender and not out.....I dont wanna cut tht fender...
