not neccesarily.

just change those bushes are worn, by the sets.

or better, if it's better to change with one shot on certain areas (to minimise labour cost)

anyways, an example can be:

for a powerful car:
change the entire ARMS bushes.
steering rack bushes
this prevent the car from flexing under power, prevents squirming by making the wheels alignment as straight as possible.

for handling:
ARB bushes first, then steering rack.
then the front lower arms bushes, then the rest (complete set)
