subaru impreza declared 20k at kastam?

    KUALA LUMPUR 19 Julai - Bayangkan sebuah kereta berprestasi tinggi Subaru Impreza berharga RM201,000 di pasaran tempatan didaftarkan dengan harga tiba di pelabuhan hanya RM20,000.

    Benarkah hanya RM20,000? Jika harganya begitu kenapa harga yang dijual kepada pengguna setinggi itu?

    Apakah pihak Kastam Diraja Malaysia (KDRM) tidak sedar hal itu?

    Itu baru kereta Subaru Impreza, bagaimana pula dengan kereta Mini Cooper terpakai keluaran BMW.

    Siasatan Utusan Malaysia mendapati di borang Permit Import (AP) JK69 tertera harga tiba Mini Cooper itu hanya RM16,000 sedangkan model itu dijual pada harga antara RM140,000 hingga RM190,000 seunit di pasaran tempatan.

    Jika itulah harganya yang tertera di dalam borang AP itu, mungkin semua rakyat Malaysia akan dapat merasa memandu kereta-kereta mewah kegemaran mereka.

    Tetapi harga tiba itu hanyalah satu `penipuan' yang dilakukan oleh pengimport (pemegang AP) untuk mengabui mata pihak Kastam supaya mengenakan cukai yang rendah berdasarkan pengisytiharan harga tiba itu.

    Menurut pendedahan eksklusif Utusan Malaysia 2 Jun lalu, kerajaan telah kerugian RM1 bilion setahun akibat penyelewengan itu. Penyelewengan ini dilakukan oleh pemegang-pemegang AP ini - yang membuat untung berjuta-juta ringgit dan menafikan hak rakyat lain untuk menikmati cukai yang sepatutnya dibayar mereka.

    Satu lagi contoh yang diperoleh oleh Utusan Malaysia ialah, harga tiba bagi sebuah model kereta Mercedes-Benz ialah RM11,000 sahaja, sedangkan harga kereta itu sebenarnya bernilai ratusan ribu ringgit. Utusan Malaysia juga difahamkan, KDRM pula terpaksa menerima perisytiharan harga tiba yang rendah walaupun tahu harga sebenar dalam pasaran kerana ia didakwa sebagai mematuhi syarat-syarat yang termaktub dalam Pertubuhan Perdagangan Sedunia (WTO).

    Menurut syarat-syarat WTO, KDRM perlu membuat pengiraan duti import berdasarkan perisytiharan harga tiba yang dibuat oleh para pengimport kereta dan bukannya harga pasaran sebenar global.

    Hari ini, semua akhbar tempatan mengumumkan bahawa Tan Sri Nasimuddin SM Amin, Datuk Syed Azman Syed Ibrahim, Datuk Mohd. Haniff Abdul Aziz dan Datuk Azzuddin Ahmad, sesama mereka telah diberikan lebih 25,000 permit import (AP) untuk mengimport kereta mewah pada tahun ini.

    Menurut satu senarai yang dikeluarkan oleh kerajaan semalam, daripada jumlah itu, Syed Azman, Mohd. Haniff dan Azzuddin menerima sejumlah 16,214 AP menerusi beberapa syarikat manakala Nasimuddin, Pengarah Urusan Naza Motor Group, memegang 9,412 AP kebanyakannya menerusi Naza Kia Sdn. Bhd.

    Senarai meliputi 67,158 AP itu bagi tahun ini, dikeluarkan oleh Pejabat Perdana Menteri ekoran timbulnya kontroversi mengenai pemberian AP.

    Ini merupakan pertama kali nama penerima AP diumumkan walaupun sebelum ini para pemimpin kerajaan berkata dasar untuk tidak menghebahkan nama mereka dikekalkan.

    Sementara, sumber terdekat berkata, empat nama teratas yang disenaraikan sebagai pemegang AP terbanyak hari ini merupakan antara beberapa syarikat yang sedang disoal siasat oleh Badan Pencegah Rasuah (BPR).

    ``Salah seorang daripada empat pemegang AP ini juga adalah antara mereka yang berada dalam senarai paling atas KDRM sebagai pengimport yang paling banyak melakukan penyelewengan harga tiba melibatkan ribuan kenderaan dari Korea Selatan dan Eropah,'' dakwa beliau.

    wtf..impreza 20k..mini copper 16k ?? kastam ppl blind ker..
    kancil is more expensive than impreza and mini copper?
    haha.. if that is the real price..then should sold to us the impreza at 100k
    i will be happy after that..haha..
    no wonder N*ZA so damn rich.. sell one impreza untung 100k over..damn it..

    That is the truth of the price for foreign cars. They are all cheap but when comming in to this country all taxed and became 200% to 300% more than the actuoal price ...Then why waiting lets go to port klang buy imprezza now ...kakakakkaka

    WTF? 200% to 300% of 20K also wont reach 200K rite?! New subaru selling 200+..means they taxed 1000%?hahaha..

    biasa lar.. m'sia governement do that, to protect local manufactured cars mar.. but i tink if they produce quality local car, i dun c problem with ap, which now "hot topic" in governement mouth.

    My take on this:

    1) The bulk of taxes on imported cars don't go to the govt.
    2) Instead the AP Kings become our real tax collectors.
    3) Money doesn't go to national development, but makes these AP Kings fatter.
    4) Kastam gets a cut to "buat bodoh" when they see the CIF value.

    20k +300% only rm60k +rm30k ap paper = rm90k -rm280k = rm190k nett profit

    this is for sti

    i saw many cars come in at very low price even ek9 just rm8000k

    noway you can report to police. Try it, either your report will hang there for generations or...the worse is..you get caught for revealing "national confidential information"....then ISA... infact Ms Fat R has been reported for corruptions few times before..but she could managed to cover her big fat ass without problem....and the head of anti corruption kena sacked becoz of investigate on her....*sigh*...

    Not only Miss Fat R family have share in N*Za....Dr.M family also got share...if not mistaken they are the only one car dealer noneed to pay for the loan to the bank until they sold the car....so if their cars cannot sell the bank is the only party to get screw up...

    One AP was selling RM10k last time...just the AP only....last time my friend try to apply the AP to import his used car in USA...then it took him 6 mths so he go chase the custom...but then the custom officer asked him to buy AP from those AP kings for RM10K then he noneed to wait for the "process".....
