that's the rustproofing layer. It's also Sika(!!) one of Sika's many automotive line products.. Its a type of spray on wax.

to stick SikaDamp630 properly, please clean the surface throughly of anything waxy, greasy, dirt and dust.

what do you use to remove the wax? I have tried using terpantine (how to spell huh??), able to remove but not very effective.

it comes in 3ft x 4ft sheets :)

use Thinner.
you'd maybe, maybe use a plastic scraper to help it move.
