that's mean when in low rpm u get the "feel" la?? in another word, with low rpm can go faster?? is that correct?

Sort of. Higher torque usually means faster acceleration. Doesn't mean you can go higher speed, just speed up faster.

Now when you say "increase the car performance" - yes it does. Electrical performance. Whether that translates into speed/torque/power I don't know. It really depends on the age of the car, how good is the ground, etc.
